Quetta was born in Stockton, California to Gloria Miranda and Randy Carpenter. She started acting during junior high school and got her professional start at Phoenix Theatre. Quetta apprenticed as an actor at the Tony Award winning Utah Shakespeare Festival for three years and went on to act for theatres across the US, including Jeff Daniel's Purple Rose Theatre and Illinois Shakespeare Festival. She earned a bachelor of Interdisciplinary Studies in Theatre and Dance at Southern Utah University and went on to win a fellowship to study acting at Penn State University where she earned a Master of Fine Arts.
