He was born April 10, 1920 and was raised in Los Angeles, California, USA, the son of John Harrison Flaherty and Mildred O. Willis Flaherty. He enlisted in the U.S. Navy and served during World War II. Harper was listed on U.S. Navy Muster Rolls on December 31, 1940 (Salt Lake City) and February 28, 1941 (Salt Lake City) before the United States entered the war. He was a professional ice skater with the Hollywood Ice Revue and performed at New York City's Madison Square Garden and Stars on Ice at New York City's Radio City Center Theater in the 1940's.
